Plan the Season Before It Plans You: Why April Is Too Late on a Texas Site
The most effective herbicide timing for the grass that gives Texas energy sites the most trouble is in the fall, not the spring. That single fact undoes the way most site vegetation gets bought. If the first call goes out in April, the highest-leverage treatment window closed six months earlier, the pre-emergent window closed a few weeks earlier, and peak fire season has already come and gone. What is left is mowing growth that could have been prevented, during the exact eight weeks every other site owner in the state is asking for the same crew. The vegetation year is set in the fall. April is when you find out how well you set it.
The Highest-Leverage Herbicide Window in Texas Is Fall, Not Spring
Johnsongrass is one of the defining vegetation problems on Texas rights-of-way and disturbed ground, and Texas has treated it as a regulated nuisance for well over a century. The Texas Legislature made planting it on rented land illegal in 1895 and began fining railroads for failing to control it along their corridors six years later. It is still there, and it is still the plant that turns a clean site into an overgrown one in a single season.
The agronomy is what matters here. Johnsongrass survives on an underground rhizome system, so killing the top growth does not kill the plant. Extension guidance is consistent on the fix: fall applications are generally more effective than spring treatments for long-term control, because in fall the plant is moving carbohydrates out of its leaves and down into those rhizomes. Herbicide applied then rides the same path and reaches the part of the plant that actually has to die. Spring treatments have their place, and early spring works when seedlings have enough leaf to absorb and translocate, but the fall application is the one that changes next year.
A site owner who only ever calls in the spring is, by definition, never buying the treatment that works best.
Green-Up Is a Soil Temperature, Not a Date
Warm-season grasses do not wake up on a calendar date. Green-up begins when nighttime temperatures hold above 60 degrees for several days and soil temperature reaches roughly 65 degrees at a 4-inch depth. Those are conditions, not dates, and in a state this size they do not arrive everywhere at once. The last killing frost of spring alone ranges from January 1 along the Gulf Coast to April 15 in parts of the Panhandle.
For an owner with sites in more than one region of Texas, that spread is the whole problem. A single statewide start date is wrong for most of the sites it gets applied to. The season length moves with it: measured from the last frost of spring to the first frost of fall, which can come as early as October 15 in the High Plains and as late as the end of December on the Coastal Plains, the Texas growing season runs anywhere from six months to nearly twelve. A plan built on last year's dates, in a year that ran three weeks early, is not slightly behind. It is behind by the entire window that mattered.
The Pre-Emergent Window Opens Before Anyone Is Watching
Pre-emergent herbicide only works if it is in the ground before target weeds germinate, which makes it the most timing-sensitive item on the calendar. Michigan State University Extension puts the optimum application timing at a 0 to 2 inch soil depth reading 50 to 55 degrees consistently. Eighty percent of germination happens once that same shallow layer sits between 60 and 70 degrees. The gap between those two numbers is the entire window.
Texas A&M AgriLife Extension puts crabgrass germination, usually the first summer annual grass up, at mid-February in South Texas, early March across North and Central Texas, and mid-March in the Panhandle, and its guidance is to treat before that happens. On a portfolio spanning those regions the application date is not one date. It is three of them, four to six weeks apart, and the site that gets handed the statewide date is the site that gets the weeds.
Note that the soil temperature here is a different measurement from the green-up threshold in the previous section. Green-up is read at 4 inches, pre-emergent timing at 2. Sites get this wrong in both directions. Applied late, the barrier goes down over weeds that already emerged and does nothing. Applied far too early, the residual expires before the summer flush arrives and the site gets the growth anyway. Either way the money is spent and the result is a mowing season that did not have to look like that.
Peak Fire Season Arrives Before the Grass Turns Green
The Texas A&M Forest Service puts the peak of dormant fire season from mid-February through early April. That is before green-up across most of the state, and it is not a coincidence. The agency names grass fuel loading produced during the previous growing season as a primary driver, alongside freeze-cured grasses, drought, and frontal wind events. Its outlook heading into 2026 flagged freeze-cured grasses with warm, dry conditions supporting elevated fire potential into early spring.
Translated into site terms: the fuel that carries a fire across an array in March was grown the previous July and left standing through the winter. Insurer loss-control guidance for wildland fire exposure recommends a perimeter firebreak of at least 50 feet, wider where conditions warrant, and keeping the spaces between panel rows clear of vegetation. None of that is work you can execute during a red flag warning. Fuel load reduction is a fall and winter job on a site that intends to be defensible in February.
A Site Year Is a Fixed Set of Scheduled Events, Not One Emergency
This work has been measured. A 2023 study out of the National Renewable Energy Laboratory, published in Sustainability and covering 54 utility-scale solar sites surveyed across the 2018 and 2019 seasons, put average vegetation management events per year at roughly 1.5 mowings, 1 herbicide application, 1 weeding pass, 2 trimmings, and 2 monitoring visits for a turfgrass site. Native vegetation sites averaged 2 mowings and more monitoring. Sheep grazing sites carried the most monitoring of any ground cover at 3.5 visits.
Add those up and a site year is roughly seven or eight discrete, schedulable events. Not one. That is the actual shape of the work, and it is the reason the annual plan is possible in the first place. The same study put median annual vegetation O&M at $184 per acre for turfgrass, $281 per acre for native vegetation and for sheep grazing, and $293 per acre for gravel, where herbicide was the only activity. That sample sits mostly in the Midwest and Northeast and includes no Plains sites at all, so those are not Texas numbers and should not be read as a quote. The useful part is not the dollar amount. It is that a known number of known events, priced in advance, is a budget. The same work bought in April is not.
For Some Owners, the Annual Plan Is Already Required
On the transmission side this is not a preference. NERC Reliability Standard FAC-003 requires applicable transmission owners and generator owners to complete 100 percent of an annual vegetation work plan on applicable lines, and to keep documentation showing the planning and the execution. The standard allows the plan to be modified as conditions change. What it does not allow is not having one.
Most site-level vegetation work sits outside that standard's scope. The model is still the right one. The industry's own reliability rule for the highest-consequence vegetation on a site is an annual plan, executed and documented, which is a fair description of what the rest of the site needs too.
What the Annual Sequence Looks Like
Sites green up within a few weeks of each other by region, and the calls arrive within a few weeks of each other too. April through June is when the phone rings, and it rings with people who want work done immediately. Crews, equipment, and licensed applicators are finite. When statewide demand compresses into one quarter, the sites served on time are the ones already on a schedule. That is not a supply problem anyone can solve in April. It is a booking problem that had to be solved in the fall. The sequence that avoids it:
September through November: walk the site and scope next season while this season is still visible. Overgrowth, erosion, blocked access, and encroachment on fence lines are easiest to price when they are still there to look at. Get the contract in place here.
Fall, on the agronomic window: the johnsongrass and perennial application, timed to carbohydrate movement into the rhizomes rather than to convenience.
November through January: reduce fuel load while growth is dormant and ahead of the mid-February fire peak. Firebreaks, corridor clearing, and heavy accumulation get handled here, not in March.
Late January through March: track soil temperature by site region and apply pre-emergent on the reading, not the date. South Texas, Central Texas, and Panhandle sites in one portfolio do not get treated the same week.
April through September: run the mowing, trimming, grazing, and monitoring rotations that were scheduled last fall. This is execution, not procurement.
Year-round: document what happened, so next September's scope is built on the site's own record rather than a general assumption.

The only question is whether the maintenance plan runs on that calendar too, or three months behind it. Next season is scoped this fall.
